State Broadband Plan
- On March 20, 2013, the Public Service Commission of Wisconsin (PSCW) released Wisconsin’s Playbook for Broadband Progress.
The Playbook is the product of discussion, debate and analysis by a broad coalition of citizens and state leaders. It serves as a tool that all stakeholders should study and explore to identify specific broadband actions and initiatives that can be considered for the state.

Background
The Public Service Commission of Wisconsin has formed a Steering Committee to guide the development of a Statewide Broadband Plan. Members of the Steering Committee were selected to be representative of each of Wisconsin’s nine Regional Planning Teams.
The purpose of the plan is to define specific actionable initiatives that, if implemented, will improve broadband availability, adoption and application throughout the state.
At its first meeting in March 2012, the Steering Committee agreed upon three major focus areas to be considered as Wisconsin created a State Broadband Plan. These include opportunities to:
- Reduce barriers to broadband investment
- Leverage federal and state dollars
- Support local-based initiatives
An extensive schedule of stakeholder outreach activities, including multiple focus group forums and opportunities to comment online, were implemented in spring 2012. The PSCW is currently seeking public comments. Relying on input received from stakeholders, the final plan will be completed by late summer 2012.

Next Steps
Next steps of the State Plan process include:
- The Public Service Commission and LinkWISCONSIN staff have assessed stakeholder input collected from focus groups and completed a draft of the initial plan. The Steering Committee has reviewed the draft plan, and the PSCW sought public comments through August 31, 2012.
- The final plan is expected to be completed by late summer 2012 and will be available on this page.
